Accessibility statement

A chart that cannot be read with a keyboard or a screen reader is unfinished, not merely imperfect. We treat accessibility as part of whether a panel is ready to publish, not as a later improvement, and panels that fail do not go out.

We aim to meet the Web Content Accessibility Guidelines 2.2 at Level AA, and we work to the requirements of the Accessibility for Ontarians with Disabilities Act. We report our status as partially conformant, which means most of the platform meets the standard and some known issues remain. Those issues are listed below rather than left for you to discover.

• Charts with text descriptions. Every graphic carries a description of what it shows, not merely what type of chart it is.
• Data tables on every chart. Values behind each graphic open as a table without a mouse and are announced correctly.
• Keyboard-reachable data points. Each point, bar and segment can be reached with Tab and is announced with its series, category and value.
• Visible focus. A clear focus indicator on every interactive element, at increased thickness in high-contrast mode.
• Text sizing. Text can be enlarged to 200 per cent from the controls at the top of any page or by browser zoom, with reflow rather than horizontal scrolling.
• High-contrast mode. Available from every page and remembered between visits.
• Colour independence. No information is carried by colour alone; every graphic passes a greyscale check.
• Reduced motion. Transitions and smooth scrolling are disabled when your system requests reduced motion.
• Structure. Semantic headings in order, landmark regions, a skip link, and a section index that reflects the page structure.
• Search by keyboard. Press / from anywhere; results are navigable with arrow keys and dismissed with Escape.

Automated checks run on every build and block deployment on a failure. Manual keyboard and screen-reader passes are run on each new panel type before publication, using NVDA with Firefox, JAWS with Chrome, and VoiceOver with Safari on both macOS and iOS. Two external reviewers audit the full platform annually and their findings, including unresolved ones, are recorded here. Four accessibility organisations test with us on real tasks rather than checklists; the data table on every chart came from that testing.

Reports are triaged within five business days. You will hear what we found, what we intend to do, and by when. If we cannot fix something we say so and explain what we have done instead. If our response does not satisfy you, you may escalate to the managing editor at the same address, and beyond that to the relevant provincial accessibility authority.

Any report, indicator definition or dataset on this platform is available in an alternative format on request at no charge: large print, plain-text, a structured data file, or a spoken walkthrough with an editor by telephone. Requests are fulfilled within ten business days, and sooner where we can.
